Its a good cross-question
Is this a loose bedding you never used before? She may just be playing within it. Hard to tell from the question though.
Answers:    Your birds are coming into breeding condition ,so be prepared!!
Try mixing plenty "Peat" in with the Wood shavings( not sawdust)she is preparing the nest box, don't interfere by moving anything out of her way. start to nurture them extras plenty of Cuttle-bone and greens Sweet Corn Cob.
Then Wait.!!
Good Luck.

Edit it would be no good her nesting on the floor she needs a nest box,the eggs would just roll around and whether fertile you would loose any young.
may be she is laying eggs
