I think the problems are hygiene, lack of proper feeding of the adults and the certainty that there are 3 birds in the cage, even tho it's a obedient size cage. He's not open to help/suggestions. Any suggestions as to what I can do to help these birds? He did come across agreeable to my researching what to feed the babies, but I know because he told me that he feeds the adults wild bird pip (millet, etc) instead of Cockatiel pellets, so I doubt that he'll do better. This seems hopeless to me, and it breaks my heart for him to allow babies to be born and die over and over. The adults don't look too good any. I can't afford to buy food for them, but would it maybe help if I rob veggies and fruits and buy an occasional cuttle bone? Any suggestions appreciated.
If you can deal with to get Exact food, it would be life changing for these guys. It would probably cost just about $8 a month. I get it at pet supplies plus where the sell it within bulk, and I only spend about $4 a month for 3 cockatiels. I mix it with the seed. Its a complete diet for them. My birds were previously owned by someone that only give them seeds. It took some time for them to accept new food but I finally get them to like carrots too. I just buy a shoulder bag of frozen carrots, let a couple slices thaw out next chop it up really small. They really like that and plus a bag of carrots last a couple months before you have to buy more (freezer burn after a couple months). I can't believe this man won't try to do something on his own. He sounds like a unkind, subborn old man. A cuttle bone would help a little and ultimate quite a long time. It gives the mother calcium which she needs since the shells of eggs involve a lot of calcium. If she doesn't get enough calcium probability are she will eventually die of egg binding...where the egg collapses inside of the mother before she can lay the egg. It happens when the shell is thin and the way to prevent it is calcium. I hate to say this, but whether this guy keeps it up and won't let you help, I would telephone call the Humane Society or ASPCA and tell them about the situation. They will nicely ask for the birds, or relate him he needs to change the situation. I am sure they wouldn't do anything to him but they a moment ago would get the birds out of this situation.
i conjecture that the adults could be killing them. sometimes the males of certain types kill a mannish when born because they are competition.you should take the mother and child and put them in thier own cages for a while.
Answers:    Definately, definately, definately, bring them fruits and vegetables as much as you can. Fresh is of course best, but frozen would be OK too. I try to stay away from canned vegetables, because of the brackish added, but all seeds is not healthy for birds. If you can bring green leafy vegetables, that would be great becuase of the calcium particularly for the hen who is laying eggs. She really needs extra calcium.

Hey, you are dong what you can do and to be precise all you can do. That is all. One other thing you can do is express such a great interest surrounded by the birds to the man that he should know that if he dies, he will let you have them. Maybe he will in recent times let you have them. Stranger things have happen. And think about it too. What if the infant lived? It would be another bird in a bad situation. Probably the most you can do is show great interest in them and ask him to tutor you. That way, you are not 'putting him down' and he will most likely try to do better. I was once a cruelty investigator and most cases of cruelty are in truth neglect from uneducated love. Definately a tragedy, but not hopeless when there are citizens such as yourself. Also, ask how old the birds are. Cockatiels live 15 to 25 years or more. Go to the library and borrow books on cockatiels. They should get misted occasionally. Offfer to help him verbs the cage. Tell him you would love to own a bird someday and you would like him to teach you something like birds.
