it's like locking onto a target for the cat, making certain the bird stays in it's view until it fully attacks

Answers:    Yes. It can completely unnerve a bird and make it fearful. Birds are prey. Cats are predators. Both birds and cats are hardwired this way and they are born/hatched knowing it. Never allow a cat to stare at your bird. Your bird KNOWS it is "lunch" to the cat.
