Can birds be retarded and how would you know? (seriously)...?
The 3mo. old lovebird I just got merely seems a little bit off. How can I make clear to?...I'll love her anyway.

I suppose, close to any animal, it could have mental problems. At 3 months, that is way too childish to really tell. She may just be getting used to her new domestic and family.
Answers: I think so. In a group of birds there are other a few that can figure out things like how to escape from the cage while the others only just sit there. Birds can also get obsessions that form them seem not too bright. Possibly your bird could have suffered some oxygen deprivation while hatching and he is not developing properly.
