Fresh food and water must be provided daily. Quaker "Monk" Parakeets munch through a variety of sprouts, seeds, fruits, vegetables, and commercial pellets. They close to nuts with the shells cracked, such as walnuts, PECANS(your question) and almonds. They also enjoy the same nutritional foods humans chomp through, including cooked chicken. Cooked beans, rice, and grains are also enjoyed, but soft foods like these will spoil contained by about 4 hours. An occasional millet spray is a nice treat.
They do like a regular bath. A strapping crock placed on the bottom of the cage will do fine.

They will also enjoy:

Some monkey nuts, pistachios, brazil, almonds, but only as a treat, nuts contain deeply of fat.
Never feed salted nuts. Certain nuts like pecans are polished and contain dyes, never nurture these.
Nuts are a good source of phosphorous,potassium, vitamin A, zinc, folic acid, and many other fundamental vitamins and nutrients, but do contain fat, so feed in moderation.

Answers:    Yes, but only very small amounts and only very soon and then. Just give your bird a little taste. Most nuts have a very high hefty content, including sunflower seeds. Too much can cause a fat build up around the heart and is poorly. Please read my profile.

yes but small amounts, pecans or any other nut for that event is high in fat and those are small birds, so i would recover those as a treat for sure.
