They can learn to talk but one word is all and it take awhile for them to learn it. Goodluck!
Yes, if you have a single male bird and less than 6 months frail.
First you need to let your bird settle into his new environment, which takes about two weeks.
Birds learn best surrounded by the mornings when they are fresh and alert.
Training should be on a one to one basis, no other distractions in the room. Place the cage on a table so you are stratum. Choose a word, (tip.. birds learn quicker with words ending eeeee such as "cutie") Say the word over and over again. You will have need of to do this for at least ten minutes.Always use the same tone of voice, never shout. Repeat this process two/three times a day.It take about three weeks of doing this after which your bird will start to make "throaty" sounds, a week later he should hopefully say aloud the word!
Teaching a bird to talk requires patience, time and dedication.Only when you have formed a bond near your bird, and he becomes part of the "human flock" will you achieve your aim.
Remember, time, leniency and dedication!
Answers:    With smaller birds, it is harder to teach them how to talk.
With parakeets, it's importantly possible, with much interaction and communication. In other words, conversate with your parakeet, or at least preserve him/her with you/in the same room at times when you talk alot.
Just keep repeating the single word you want your keet to learn. Be patient! This is not something they revise in a few days- it may take months and months! Show him your love, take fitting care of him, and he will be more inclined to repeat what his human friend is saying.

Enjoy your new friend!
I doubt it. I used to have a parakeet and tried for several months to teach him to say "Hi," but no nouns.

A friend of mine has a Conure and he can talk really well. He is give or take a few the same size as a parakeet, but has dark colors. Expensive ($900). He will voice something when you don't expect it or even know where he learned it from, and he sounds exactly close to a person. When you walk into the room, he'll say, "Hey! Where you be?" or, "What'cha doin'?"
they can communicate but it takes ALOT of patience

birds are immensely intelligent, no matter the size. I also have a parakeet. He can say hello and mickie (my other birds name). It merely takes time and patience. Also they can whistle tunes and mimic your whistling.
