You don't. The lovebird and the tiel really should have separate cage. They might be able to interact outside of the cage during supervised play times, but that compassionate of mix usually doesn't work for housing together.
Lovebirds can be very aggressive and territorial, sometimes you can get them to adopt a new friend, sometimes you can't, regardless of if it's the same species or not.

By PF Lovebird I would think that you would mean Peach Faced Lovebird.
But, no, you can't keep these two birds together. Lovebirds are notably aggressive and will attack your Cockatiel. And one of your birds will be injured, or killed. I would suggest keeping them separated.
you cant introduce them as lovebirds are importantly aggressive toward other birds and it will likely kill your cockatiel so dont even try it and keep them seperate
