Answers:    It depends on what the chicken is clucking about. If a hen is approximately to lay an egg, she might be clucky or broody for a bit before she finds a nice place to lay an egg, and I would leave her alone or direct her towards the hen house. If chickens are feeling panicky, they will particularly cluck to warn others about danger. If this is the baggage I would make sure there isn't any direct danger, and it's just a plane or something. If there is a dog or other animal harassing them, I would lock them within their roost for a bit until the animal goes away/they stop clucking.
As for your second question, I would skulk until they seem big enough to be able to look after themselves when the other chicks are establishing the pecking order. It really all depends on the chicken, though.
