They Love to shred paper. Many times it shows she is trying to build a nest. Put a nest box into her cage and see what she does. If you enjoy a Female. Sometimes the Male will shred bottom coverings to. Put more toys into the cage, the Parakeet might be bored. It is best to have a pair. Two Females will be at odds, but if you have a Male and a Female they will be Happy.
My bird does that on the cage ring even though he has a stone for his beak. Most possible he or she is doing it to sharpen or scratch their beak.

Try providing things that are more fun to shred. Lettuce or spinach can be fun. So can cardboard, styrofoam, and soft wood (make sure they're non-toxic). yes u need one of the stones just jump to the pet shop and get one they are like 50 cents for small one and 1 dollar a big one
It is for nesting & for fun. DON'T put in a nest box & don't achieve a male. No need to create more babies- too many out in attendance & its hard to do if you aren't educated. I agree- gain toys- fresh veggies- I disagree with the styrofoam- they can ingest it & die.
