When does a feminine budgies cere start to fine-tuning colour?
when it goes from dark pink to blue?

A hens cere will go from pink to brown and crusty when in breeding condition and when she is coming out of breeding condition then it can progress blue until shes back in condition.

I deduce you have a male. Often, when budgies are under the supposedly considered 'adult' age, they will own a pink cere. But as they get four to six months old, they change to their physical gender, male or female. I believe your is a wonderful manly!
Answers: A Budgie's cere will not change colour till after it's first moult at 6-8 months.
A females will shift from various shades white, pink, cream to brown when it comes into full breeding condition.
What you are describing is the color Blue for a Male,this the color when a male is in full breeding condition.
