Will my indian ringneck parakeet dye?

I have an indian ringneck and he lives outside with his shut within and i covered his cage with a big water proof towel over him and its raining will he dye?
How do i form my pintail finch...
Answers:    You are lucky to enjoy a indianringneck, those are the best parrots, those birds are hardy and may be able to live out the winter and feel freshly as he would inside a house, but why would you let him stay caged outside? you are lucky to have that bird particularly if that IRN is tamed, you need to bring it inside, explain to me why are you leaving him/her external if you cant handle the bird email me ill be certain to talk on the phone and adopt your indianringneck.
