Does Cats Build Affection to Other Cats and Seek Them?

Answers:    Yep they sure do.

The outdoor cat we nurture (he panics if we bring him indoors, tries to jump through cup to get out) spends more time in our yard whether we're out there with one of our other cats. He'll go up and do a full body rub on them, or a commander bump (they both hate that when he does it) and walks circles around them. If I have the catnip pile external (I pick it in bulk) he spends time on or next to it. He shows up faster if the cats are within the yard though.
They can do, yes. If a cat is male and it spots a female it like, it will probably look for it again.
