Does my cat enjoy a skin condition?

My cat has been having a bit of twinge above his tail for a while. He'll shake his head, nip and meow if I scratch him at hand. I've seen plenty of cats that as they get older achieve spots that they don't like touched, so I thought it was pretty normal. He have x-rays a few weeks ago so we know his spine is ok. But today we noticed a ton of black flakes, only contained by that area. He does not have fleas (we did the water testing to make sure it wasn't "flea dirt"). Has anyone else experienced this with their cat or dog? I'd really similar to to know what this is without having to pay another huge vet bill whether avoidable. Thanks in advance
Answers:    I actually asked a similar sound out when I took my male cat to the vet last month...same symptoms as you described. I use flea drops so I knew it wasn't fleas. The vet told me it is purely simple lack of grooming by the cat. It's just dirt on their skin and in their fur that itches them. Have you ever gone in need washing your hair because of a power outage or no water at your house? Your come first will itch! Same thing happening to the cat because he's not 'washing' himself. You could try some pet wipes and verbs your cat in the areas that itch and see if that helps him. Good luck!
