No, they can choke on them. The bones also splinter very sharply when they'v be cooked (unlike raw chicken bones) and that can puncture their insides. If your cat goes into the garbage to capture stuff, either put the bones outside in the dumpster absent from where they can get to them, or stick them in the freezer till it's debris pickup day.
This goes for dogs too.
Not cooked chicken bones or any other small cooked bones. If you want to endow with them raw chicken, that's fine.
