It's like a lot of others' have said - it's that he desires attention. Try getting your cat some toys that make him play by himself like fake mice or a cat nip bubble. I found a lost kitten that be horrible like that. He wouldn't be queit unless I was holidng him. I had to label a sling to carry him around in because his constant crying when I be doing house work drove me nuts.
