Something weird after my cats penis removal?

My cat had the surgery to enlarge his urethra in unsettled October. Since he got the stitches out last month, he was whining when he peed. It calmed down, so we assumed that he be just sore. When he pees, stuff was coming out, so we stopped closely monitoring him. Yesterday, I saw him cleaning himself and from across the room, nothing looked crazy. Today, nearby is this weird blood red thing covering the area...resembling a film. The vet was already closed when I saw this, can someone ease my intellect until I can take him?
Shoud I achieve the surgery or step...
Answers:    It could be the lining of the urethra dropping down. It can happen near these surgeries. The cat needs attention. Tomorrow morning will be fine. But don't hold off any longer than that.
