its a sign of interest in something near by it, so yeah i guess its a sign of playing.
A cat does this when it is in alert mode. It can be because the cat is getting ready to attack or because it feel wary of something it sees. Cats also do this when they are angry and getting ready to lash out.
Playful cats that are chasing respectively other or playing hide and seek together will also wag their tails similar to this because they feel excited and are in alert mode.
