If he's having a "runny nose" he could own an upper respiratory infection and needs a vet visit. Please, please keep the plastic heaps away from him, as ingesting pieces of plastic can be dangerous. Pick them up and put them away somewhere.
Answers:    Your cat has robustness issues.

Eating plastic is generally a sign of illness and severe nutrient deprivation. If he is vomiting then a) he might be intake plastic in order to vomit (in other words, tummy issues) and b) this vomiting can seriously affect his health. Besides, plastic can bind up a cat's intestines, requiring surgery or influential to death.

A runny nose is a symptom of a cold, flu, or other upper resp problem, as well as a little cat health issues, ALL of which are serious and can quickly lead to demise.

The bottom line is, get your cat to a vet.
