i dont where you live but here where i am in australia my vet sell them and they are from as little as $6 for the smallest size. maybe try a vet or just a regular pet shop. they even sell stuff similar to that sometimes at markets.

The only designer place I know is paco collars and they are up there around 80 minumum for a collar.

If not, locate an embroidery shop in your nouns and take it to them. They embroider on hats, backpacks, sports equipment and stuff close to that, so a dog collar isn't probably to far out.
