At what point is it animal swearing...?

I'm currently looking out my window at the slight snow flurries falling. and the two yorkie mixes running around in my neighbor's yard. It's 36 degree here with just a little snow. They are more or less 10lbs each and on a long run. The owners aren't home, as my wife just knock on their door to ask them to PLEASE bring their dogs inside. They do have a small plastic dog house to sleep in, but they are still running around the yard even though it's snowing.

My wife is something like to call animal control, but I was just wondering what you adjectives would do. Is a call to animal control warranted? We are stumped because we dont want to interfere in these peoples' lives but we cant newly sit around and watch the dogs outside. They are new neighbors and we dont want to piss them bad just yet, you know what I mean?

And is this technically animal mishandle? Will the animal control fine them for allowing a 10lb dog to be left in out on a 36 degree morning with snow?
This may certainly constitute animal forgetfulness, and calling Animal Control is the proper thing to do. In most states in the US it is illegal to set off a dog out on a chain (or run) for more than 2 hours at a time. And dog owners are required to have heated water bowls and a not detrimental place for the dogs to go during inclement weather. Call the authorities.
You mentioned that the owners aren't home. Will they be home this evening? If so I would watch to produce sure the dogs don't seem stressed and then when/if the owners come domestic go over and talk with them just about the dogs being outside.

I would do this before calling animal control. But whether the owners don't come home this evening, call animal control at once.
If its 36 degree outside at 3pm it will get way colder at dark those small breed dogs will freeze to death in that kind of weather. Call animal control but they wont do much because of adjectives the legal crap involved in removing animals from homes. Hope trhis helped.,
hmm im not sure but i don't think its considered animal name-calling if they provide shelter & water/food. But if they are running around they're probably keeping themselves warm. newly as long as they are brought in at nite they should be fine. i would talk to your neighbors first about it formerly calling animal control. just let your neighbors know that you are concerned about the dogs.
if they hold been out there for more than 30 mins PLZ call Animal control because they could freeze to demise
If its been 5 hours I would consider that to be borderline swearing. If it goes on to 8 hours, in my opinion, the dogs should be removed. However, Im not an animal cotrol officer.
The law in most (if not all) require that food, clean water and shelter be if. If they have that, they should be okay. If they are cold, I'm sure they'll cuddle up in the dog house. There is generally a temperature at which they are required to be brought in. Do some homework on this and just maintain an eye.

I'm with you, I'd hate to see them out in the snow, too. I'd propose you GENTLY talk to your neighbors and offer a big puffy quilt to put in the doghouse whether they don't already have one. This will also let them know that someone is watching out for them.

It's a fine line here. Like raise kids, what's fine with some is not with others. If they aren't breaking the law, you may lately have to deal with them breaking your heart.

I would NOT recommend going onto their property to get hold of the dogs. What would you do if one of the dogs got loose? Only you really know the situation and conditions. Call animal control and see what they have to speak.

They are fine, they are enjoy the snow! they also have a fur coat, but it is animal abuse if they don't provide a shelter similar to a dog house with a warm & soft blanket inside. Or if it get any colder
i don't suppose they will get fined as long as there is shelter for them to get out of the elements. i own 2 big dogs and will not leave them out for extended periods if it is underneath 50 because to me it is cold. so for little dogs i think it is way to cold for them.
it depends whether they are skinny or not if they are being fed and taking safekeeping of just left outside it's not really swearing

If they have shelter from the weather, river and they are fed-- they are technically cared for. A ten pound yorkie is LARGE for the breed.
I have dogs who are smaller than this and they want to be out, I don't think it is animal abuse, immediately if they were scratching at the door and in need food, maybe you should make a call
As long as their house has blankets to keep hold of them warm, and they arnt out there for more than 5 hours tey should be fine.

If they are running around, they are probably hot. Dogs have super thick skin, not to mention fur, to hang on to them warm. On top of that, if they are exercising, they are even warmer.
Personally. I am on your side. I recognize it may be a tricky situation, but maybe you could use a little more subtle approach. If it were me, I would move about get them and bring them in my house until they got domestic. When they got home, I would take them both stern home and explain that you thought it was too cold for these two little dogs to be left external in the cold. Give them a chance to explain as they didn't think that they didn't know the weather be going to be so bad. If they don't offer a good explanation and do it again, afterwards I would call and get something done about it. I can't stand it when ancestors treat little dogs this way, and I would do whatever I had to do to protect them. Good luck.
No. Dogs do need some time external to exercise and relieve themselves. As long as they're on their property with shelter, and are brought inside at night, they're fine.
I know it seems horrible, but since they do have shelter I don't think animal control can do much...You can call for them, I wouldnt care about pissing them off, newly the well being of the animals...
But they could possibly check how well ventilate it is inside the dog house to see if its suitable for that wheather...
They could also check the well being of the dogs. If they are shivering out in that, they could talk to the owners about bringing them in the house and freshly corning in one of the rooms so at least they stay warm...
But later you say that they are on a run, so is that like, chained up? whether so I don't think that they are suppose to do that, especially out there surrounded by the cold(even if they have the ability to travel in the dog house)..

Answers:    Yorkies do not have an undercoat. And they are completely wet?? I would definately telephone the animal control. Cant hurt to see what they say or do. I have a 6lb yorkie that gets cold within a house with the heater on. And yeah, 36 degrees is cold to me! Poor dogs. I cant believe some relations! Why on earth would they leave their dogs out on a day close to that and then leave? Some people in recent times shouldnt own animals.

Yorkies are not an arctic breed of dog. Being pretty darn close to freezing I would be concerned about them. The dogs might be used to anyone out in this kind of temperature but what whether the weather suddenly turned bad to the point they could not handle it? They would come home to unmoving dogs. I personally would go get the dogs and leave your job a note on their door to come talk to you. Ugh people brand name me so mad sometimes. It is just common sense not to walk out your dogs out in the wet freezing cold. I always estimate if you wouldn't do it to your kids, you shouldn't do it to your dogs.
This is really a two way street.

Animal Control won't do anything. The dogs have shelter, as a result they aren't neglected and it doesn't constitute as animal abuse.

If you're REALLY that worried about the dogs, I'd suggest going and getting both of the dogs and waiting until the neighbors come domestic and saying "we saw some kids messing with them" and give the dogs spinal column.

At least in that short time they'll be warm.
