whether he doesn't have fleas he has a skin irritation. you need to give somebody a lift him to the vet and have him checked .it might be the shampoo you are using .he will probably need to take oatmeal baths every so recurrently.
Not sure what a shiz sui is, but don't be so certain he doesn't have a "bug". Many dogs will itch like crazy from a single flea bite, and the little bastards can be very tricky to find on a woolly dog. Allergies to other things like pollen or food can cause very itchy skin too, and this time of year near the furnace on, it could be plain old dry skin. Oatmeal shampoo for dogs, omega-3 fatty acid supplements, a good veterinary-quality flea treatment, and Benadryl 1 mg per pound would be right places to start. Also if you've used any grocery store flea products, like collars or shampoos, those can really dry out the skin and cause itchy sores as powerfully.
Try changing him over to a high quality food. Food allergies are the crucial cause of itching.

If he doesn't have a bug, he might freshly have dry skin. Animals get dry skin too. Buy him some oatmeal shampoo from the pet store. Don't know where you live, but whether you normally have a mild to humid climate, right immediately might be a little hard on him. The winter is very dry. Try running a humidifier surrounded by the house to keep the moisture in. I would definitely try the oatmeal shampoo. That will keep hold of him from having dry skin.

If you're certain fleas are not an issue, he may have food allergies. Try changing his food to lamb and rice for a couple of weeks and see if that help. Very few dogs are allergic to lamb/rice. Pick an all natural food so you're also eliminating fillers and preservatives.

most shihtzu have allergies. i have one and he itches all the time because he have allergies. also your dog might have fleas if its not allergies. so take your dog to a vet. or you can in recent times take your dog to the groomers and ask them to use the flea shampoo.

Oatmeal shampoo is good for that. It could also be mange mites which are microscopic and you wouldnt see those. Try the benadryl first (it is safe for dogs) and whether it doesnt help. go for a vet checkup.
he prob just have realy dry skin give him a good flea bath and after massage som conditioner into his skin that should help i always hand over my dogs a bath with a little cranium and shoulders
The main cause of itching within dogs, esp. Shih Tzus is food allergies. Check their food and see if it contains any corn, wheat, or chemical preservatives. Removing these will take you far.

once you have ruled out fleas or allergies,
try to catch him getting ready to cut into and correct him then. Don't let the behavior start at adjectives. If he moves away from you keep a leash on him so that he stays close while you are working on this training. Of course you can't be with him adjectives the time but when you can you need to be consistent and do not let him scratch even for a while or else he will not break this habit.

You need to get a skin soother, he's itching because his skin is dry. It's approaching lotion for dogs, and no you can't just use lotion. You can get it from any pet store, Walmart etc...
