Serious answers just please. How can I obtain my Golden Retriever to stop licking my Lhasa Apso within his private?

This may an indication that your Lhasa's anal gland sack is full and desires to be expresssed... and by the way, that scent is rather strong and it sometimes attracts other dogs. You can find out if it desires expressing by visiting your Vet. He or She will express with a fairly small excise.
I'm not saying that this is the reason this is happening, but it may be one. If one is neuter and the other is not, I highly suggest neutering the other one, also.

Answers: Does he take enough exercise and mental stimulation, and effective pack leadership? His behavior sounds something resembling anxiety, stress, compulsiveness, neurosis...

The Golden Retriever may become mischievous and/or high-strung, over-exuberant and distractible if he is lacking in day after day mental and physical exercise. Be sure to remain this dogs firm, but calm, confident, consistent pack leader to avoid behavioral issues.

I agree with Isabel, you need to train the golden not to lick / smell your other dog. A few corrections, and she should be fine.

Well this is pretty normal for dogs so you can TRY to train the behavior away but there is no guarantee that it will work. You might a moment ago be stuck with it.
Put a leash on Goldie, and every time it tries to run for it, give a side jerk, and some kind of nouns, (sh! no. or hey). Golden Retrievers tend to be quick learners, so he/she will get it fast, and it will stop.
Get the golden fixed
The Lhasa Aspo may be sick.Take him to the vet.
This is normal dog behaviour however.If one is feminine,get them fixed.
What sex is your Golden? Are they both altered?
First get you Lhasa Apso checked for UTI. He may enjoy an infection that the Golden is aware of.

Why would you want to stop a natural dog behaviour? Dogs can't talk so they sniff and this is your problem not the dog's.
