Socializing a one year antediluvian chihuahua?

I am thinking about adopting a one year old manly chihuahua that had been kept outside by his preceding owner. He seems to not have had much contact near humans or other dogs. He is not aggressive at all, but is very shy and timid. Is it too late to socialize him? What steps would I transport? Take him to classes? Are there books I can get? Thank you for your help.

Answers:    i work at an animal shelter an i also adopt a chihuahua ( male ) that came in as a stray. i also enjoy a lab/retriever ( female ). they are both " fixed ". it's never too late to socialize him. having him fixed will clear him easier to deal with. good luck ! thank you for getting a shelter dog. mike
