A parasite is a small creature such as worms or fleas that live in/on and feed off a "host" animal (like your dog).
Yes, people can go and get them too.

If you suspect there is something wrong with your dog, do not assume it is bedbugs, see your veterinarian. Let your veterinarian run a test for parasites.
And yes, people can seize parasites from their pets, or wild animals. However, good hygiene (washing your hands) really prevents you from getting bedbugs. Small children are most at risk for contacting hookworm and round worm, because they could come in contact with animal feces and then founder to wash their hands properly!
I could go on for hours around parasites, but you should see your veterinarian for proper care and diagnosis. Your pet may not even have lice!
