what age at earliest
You shouldn't be on here you are only 10 and you shouldn't be thinking about breeding dogs. Tell your parents to enjoy your dog neutered and stop the overpopulation of pets.
Be very, very careful whether you plan to breed your Chihuahua. Female Chihuahuas usually go into heat for the first time around 6-7 months of age but SHOULD NOT be bred until they are over a year frail and have had a chance to fully develop. Male Chihuahua generally become sexually mature around the same age as the females and there is not as much concern nearly their physical maturity, but no dog should be bred until they are mature and found to have no genetic defect. Breeding should not be about cute puppies, it should be about improving the breed. If you are not competent to prove that your dog is a good example of the Chihuahua breed (this is not just that he is purebred or registered - he should have show dog lines and be capable of gain at least a Championship in conformation), you should not breed him. Neutered dogs are less feasible to develop prostate cancer or disease, behavioral problems, and are far less likely to be stolen or hit by car. Unneutered dogs tend to travel more and are more aggressive towards other dogs and strangers. Remember that if your dog helps produce a litter of puppies, some of those puppies may not find forever homes, may end up neglected, abused, contained by a shelter, and possibly put to sleep. Puppies are cute, but thousands of puppies are put to sleep every day because of pet overpopulation. Think very hard back you breed him.

The answer-- Don't. You aren't a responsible breeder. You're 10, you don't know what you're chitchat about, so I won't yell. But breeders do this proffesionally, they do it not because "it's cute" or "they wanna puppy" but to better the breed.

I'll bet you love your chihuahua, huh?
Well, Backyard Breeders are making the future look desperate for these breeds. Soon, there possibly will be no well-bred, or even purebred, chihuahuas. That's NOT a good thing.

A apt time is when:
-Your dog has proven himself worthy in either the conformation ring or the grazing land winning multiple titles
-You have a waiting list for the puppies, including a hindmost up consisting of four to five good owners
-You are financially prepared
-You are paired up with a responsible breeder and/or have taken the 5+ years it take to become a licensed breeder
-You have had your dog tested for any and all diseases/traits that could be passed down to the pups
-You own a female that is fit for breeding
If you answered no to any of these questions, your dog is not fit to be bred. Get him neuter immediately.

Take a walk through an animal shelter. Most of those dogs will die because there aren't ample homes for them. By breeding irresponsibly, you will be responsible for the death of these dogs. I know you don't want that.
you should be thinking about getting him neutered.

It costs alot of money to breed dogs.. the dog needs to be shown first and earn his CH title.. near entry fees and travel expenses, it costs money to do this.

He also needs to have genetic health test done when he is 2 years old.. some of these tests can cost a few hundred each! Some test need to be done yearly. He needs a brucellosis question paper done every 6 months.

Earliest age is 2 years old.. but only after he has earn his CH title and passed all genetic health tests!
