What is a small, inexpensive, but friendly dog?
I am trying to convince my parents into letting me get my own dog but I would have to buy it myself so he/she must be inexpensive. And I need the puppy to be small, but not to small, roughly speaking the size of my full-grown Shih-tzu Maltese mix, because I want the two to get along.
Tell me the dog, tell me the price, and give me a picture of it whether you can. Then tell me what they tend to behave like.

unfortunatly for a new puppie that is friendly and is obdient you cant get and inexpensive puppie,but whether you have enough money buy something you have other wanted like a chocolate labrador they are obident.

Pounds/shelters are polite, like the others have said. Dachshunds are fairly adjectives and inexpensive, chihuahuas can be commonly found (often for as little as $100 for a non-registered one) but they are very, very hard to housebreak. I own a peke-poo (pekingese/poodle mix) named Gizmo, he looks like a pure-bred peke though. He is so sweet, and would get along fine beside your other dog. Just take a look in your local classifieds, but research the breed first (www.dogbreedinfo.com is a great site) for compatability before you buy.
try www.petfinder.com and look around thru shelters and rescues.. seek a dog that have the same temperment as your current dog.
Price can be less than $100- to around $300, depending on what the shelter or rescue charges for an adoption fee.. even $300 is a accord tho, considering the dog is typically spayed/neutered, vaccinated, wormed, etc.
get a mixed breed from the local shelter. the adoption fees are usually less than $100 and the dogs are generally put through obedience class and behavior tests up to that time they are available for adoption so they are usually pretty nice. The mixed breeds are so great because they combine the great characteristics of so many different dog breeds. The local dog shelter is the best place to get a full grown dog or puppy that can be your best friend forever

check out the dogs at the pound & shelters. Since a pure breed is not a must & you have a mixed breed, I am sure you will find a dog whether you check out these places.
All you will pay is the adoption fee & that varies from agency to agency & from state to state.
Look for a dog that doesn't require grooming & recover money in the future.
the pound is your best bet. they will already be fixed and have their shots. and are not expensive. plus you know the pet will be surrounded by healthy condition. there are alot of small dogs at the pound.
You should take a little trip down to your local pound. I'm certain you will find a lovely pup that needs a good home!! And that's almost as inexpensive as you're going ot get, initially.
But over time, dogs cost a lot of money. Since you said you already have a dog, you should know that dogs cost profoundly of money.
There's no such article as an "inexpensive dog" (maybe for initial adoption price, but that's it). There's food, vet bills, supplies, and what not to pay for and it all adds up.
You want to do some research, and find a breed that will fit well with your lifestyle. Tons of dogs end up within shelters because people only think of getting a cheap, and cute animal and zilch more.

I own a Maltese poodle.
We bought him for $200 at a kennel
we have no pics of him on the computer...sorry.
He is really friendly,he jumps on me when i come home hes lone about a year,and he will not grow anymore.
they are playful and love to play with other dogs.

Answers: as you want to know what traits your dog is going to enjoy, i'd say go for a cross breed, but one where you know which breeds are within the cross so you can look up their temperaments. no pedigree will be inexpensive, and even crosses between two breeds can be quite expensive. despite that, chihuahua x yorkies can be very cute :)
