What to do in the order of this dog? ?

All throughout fall, this dog has been coming to my house and sitting external of our door just waiting for somebody to let him in. Because it be kind of cold, we let him come into our "dogs room" to spend the night. (We used to hold an outside pup who would stay in there when in that was a thunderstorm or something.. hence the name.) I would have tolerate him stay in the house with us, but we have two other pups. He be a sweetheart and extremely friendly. We found his owners and he came to pick him up. Well, the dog keeps coming back! It's very soon getting to be too cold outside and I'm worried for him. Not to mention, we live very close to a busy street. My neighbors told me that they know the owner and he keep the dog outside in an old rusty pen, and that's how he keeps getting out. This dog obviously doesn't want to be there. He's already made friends beside my own two dogs. We've told the owner to atleast get him a better dog house that he won't escape from, but I'm not sure what options near are here. He obviously hasn't done anything about the cage and it newly makes me wonder if maybe he neglect this dog or what? He looks healthy and there isn't a mean bone within his body. We can't take him in but we know some people who would close to a dog. We asked the owners, and they're not willing to give away their dog. I only just feel really worried this pup, he's such a sweet heart. I know that pets need to be in a proper living conditions and adjectives but I haven't seen it for myself. I'm not sure what steps to take or anything, what would you do? Like I said, I'm not even certain if the dog is neglected or anything, he hasn't shown any signs, but yeah, I'm just looking for some insight.
if this guy treats his pet this way he shouldnt be allowed to keep it and I would report it promptly to proper authorities
I dont think it is right for a dog to be within a cage, the dog needs to run, and have other dogg friends. This is firm becasue the dog has a owner but being ina cage external in the winter is neglect. If a dog is outside too long it can freeze.
If you know for a fact that this dog has a home and a owner later it is not your place to give him away. Find out where his owner lives and recompense him a visit. Express your concerns for the dog and tell them you have someone who can bear him in.

Add- If you go through the process of trying to work with the owner and he still keep hanging out with you then contact the authorities.
Both leaving the dog external without shelter, as well as allowing it to keep getting loose is considered casualness. Call your local SPCA or animal control
If i be in your position i would call the animal authorities and report the owner.But that's a tough place because your not for-sure if he is human being neglected but to me it sounds like that's whats happening!
well i would keep the dog for a week and see if anyone looks for him after you find out your answer...
Answers:    In my opinion, possesion is 9/10 of the canon. I found kittens homes before that didn't belong to me. They were in my courtyard I took them to the neighbors where they came from. They came support and were very sick. I took care of them and found them homes. More than promising the dog isn't even vaccinated and has parasites. There are generally leash laws also.
