Why are my poodle puppies startled adjectives the time?

I have just obtained two adorable red feminine toy poodle puppies. They are very friendly with most people and are devoted to play, however (especially the smaller one) they get very scared when put contained by a new environment/see new things.
Most puppies enjoy exploring, I have a greyhound once and she loved to explore. However I took them out into the garden and they were terrified and just sit inbetween my legs and didn't move. They are around 3 months old. Is this normal? Or do they have some behavioural problem?
Introduce them to the world slowly, wants socialization as much as you can through the entire life. Do not force it, lots of encouragement and praise.
These puppies apparently have a more timid nature than some puppies. They probably enjoy not been socialized prior to you getting them. Be patient and continue to lug them with you to various places. Show confidence and this will encourage them to become comfortable contained by new places. Have a friend help also when possible to pet them and play with them surrounded by various locations such as at a friends house or the city park. They will develop some confidence with time and proper socializing. But if they are timid through inheritance, be aware that they may never be the bold and outgoing dog that you say your greyhound had been.

They need to be socialised beside people, places, things, and strange noises or they will always be close to this.
