Why do dog owners sack their dogs misuse later drop it on the ground, sidewalk, park grass as whether explicitly ok ?
If your a dog owner who does this, please explain why you do this.
i never do that when i bring my dog for a walk i he has to go poop i pick t up near a poop bag and carry it until i either find a bin or grasp home and put it in my bin at home!
i don't get why other dog walkers do that it's just as easy to pass it until you find a bin/get home.
The same reason you see people taking a dirty toddler diaper and leaving it in the grocery store parking lot and or shopping cart ~ LAZINESS.
Most places provide trash barrels etc to discard of spend foolishly but lazy people find it much easier to just thru it on the ground and consent to someone else clean up after them. I have and will always verbs up after my pets, its my responsiblity not some else.

Annoying, isn't it? It's just pure stillness and gives the rest of us dog walkers a bad rep. I've even gone so far as to submission an extra bag to people who try to meander away from their dog's mess.
I would say because they expect others to take it absent for them. Gross I say if you went to the trouble to sack it PUT the bag in the bin.
Answers: If I were you I'd have a little gossip with that person. That's redundant, not to mention disgusting and possibly illegal. I don't deem anyone here would own up to something like that, haha.
I've done that a couple of times if there's no rubbish bins around.
Seriously, they requirement more bins! People will keep dropping rubbish and bags of dog poo until we attain more bins on our streets
