Answers: Are you planning on keeping this a fish only system or do you want to save corals as well? If you want to set up a reef tank, I would suggest looking at a more suitable cistern like one of the JBJ Nano tanks or the CurrentUSA Aquapods since they will already come with the needed lighting and rather better filter system for a reef tank.
As far as fish go, you will want to stay with fish that will remain on the small side. You could look at totalling a single clownfish and maybe some type of goby or two. There are lots of different types of gobies that would work great like clown gobies (come in different colors, most recurrently green or yellow), neon gobies or firefish are a few examples.
For liverock you generally want to get around 1/2 to 1 pound of rock per gallon. Make sure you cure the rock and try-out the water before adding any fish or corals to the cistern. The most popular rock tends to be from Fiji or Tonga.
At 12 Gallons, that's a very small nano tank - and will be incredibly difficult to keep. If this is your first marine tank, find a larger tank, over 30 gallons. At 12 Gallons you can maybe keep one small goby, or preserve it invert only, and keeping parameters stable will be VERY tricky and frustrating.

All tanks under 20 US gallons is considered nano, 10 gallons and below is pico. These are really for experts only.
