How masses goldfish could i hold within this container?

a tank is a time of war machine, it is not advisable to keep fish in a container as the ground is very bumpy and the water may splash out. keep the fish at domestic they will like you for it.
That cistern is 27.05 gallons so it holds roughly 25 gallons of water. You can keep 1 maybe 2 fancy goldfish surrounded by this tank. If you keep two you will have to diligently hold on to up on the water changes, no missing a week! When your goldfish are small they will be okay contained by this but as they get 6" + you will have to look at a larger tank.

I would achieve a heater and make is a tropical tank. A big university of cardinal or rummy nose tetras are a beautiful site :) Although the choice of fish is up to you
With a real good filter (750-1000 lt/h) and frequent water change (at least every 2 weeks) should be able to house 4 goldfish quite gladly.

No common goldfish or comet goldfish. They grow way too large for a container that size.
Goldfish need 10 gallons for respectively fish. They put off so much ammonia that they will kill each other whether they do not have enough room.

You could keep one fancy goldfish if the filtration was for 40 gallons, it may well need an upgrade as it grows. Two fancy Goldfish at a push.

These are large-growing amazingly messy fish. You'd be better off converting it to a tropical tank with smaller tropical fish.
