One month is the absolute youngest they can be to start breeding. Three weeks is when their anal fin arrives/grows on them, but they need to develop it, so all-in-all, it take about one month for it to finally grow, and for the female to grow eggs inside of her, and the males to grow "sperm" inside of them, to start impregnating the females beside.
