I own hear some those use a cocktail shrimp to cycle, but...?

You are trying to set up a biological cycle in your container. That means bacteria and all sorts of other micro-organisms. An established fish container is NOT as sterile environment, it's filled with fish poop and other crud.
Fish have an immune system of late like we do, as long as they are healthy they will shrug off a few microbes or fungus just like we do.
It's when your fish get stressed by poor hose quality that they get sick.

Answers: It is not the best of most updated way. Why waste a tasty shrimp they are not cheap.
The best route to do a fish-less cycle is with pure ammonia you can find in your cleaning isle of the grocery store. It's cheap affective and gets the brief done. You can even use it to clean your windows around your house.

its a good means of access to cycle but some say it causes fungus to infest the tank but w/e floats your boat whether u cant get a good bottle of ammonia and stuff then travel with it plus with the shrimp you only call for to add it once
What the shrimp does is starts the biofilter by contributing waste. No bacterial disease here. It is simply rotting food contributing to the cycle.
