I'd resembling to achieve another bubble-cheek goldfish but...?
the first one I had died.
He was just a newborn (one inch) so I had him in a TEMPORARY ten gallon tank - ammonia and dribble away was never a problem. Thing is, the filter killed him. He got too close and his cheek be sucked into the intake tube and it popped and he died before I noticed the problem - when I found him his stringy little insides were in the middle up the tube and all over the tank. :(
How would I prevent this in the adjectives? I'd rather not have this happen again..
I would rather regard as he died and the filter sucked him into it. I don't believe any filter would do all what you have stated.

You can get a sponge at the pet store to travel over the filter inlet so as to reduce the pull of the filter. I have done this for my south american little one tank and my sick fish tank. The water doesn't shift up the tube so forcefully and if the babies or any weak fish get in the neighbourhood it they can easily swim away.
Answers: by using any a sponge filter.. or by placing a sponge over the intake of the existing filter
you could (or should, unless you have some unimaginably crappy brand of filter) be able to reduce the flow to a amount.. so you may not need to buy anything.. just adjust the flow rate
this does however sound resembling a freak accident.
a healthy goldfish should be able to stay absent from the filter intake as needed.. i would think he was already on his way out, this a short time ago finished the job.. sorry :(
hmmm...lets be smart. buy a freakin fish container without a filter
