What sort of filter is it? Foam? external canister? HOB?
How oodles fish, what size are they
Did you cycle the tank? It's probably a bacteria bloom.

Answers: The problem is that the filter is not established and has not removed adjectives the bacteria from the tank. When using new medium in a tank with modern water, the media needs at most minuscule 3 day more often a week or more depending on the size of the tank. The best piece to do when doing a filter change is to also only do a 25% water redeploy. The only time you should have new dampen and a new filter is when there are no fish in the container.
