Depending on where you are in the world, as winter sets in most adjectives animals slow down on feeding. Another issue you are having is its size. Try nightcrawler worms from a bait shop. Small turtles like that snapper hold a hard time chasing down fast moving fish. Even most all fully fledged snappers dont chase em.
Get some worms and some pellets. Set it free if the weather is good, they are not apt pets.
Answers: First just relax :)
Check and see if your turtles enviroment is right.
Sometimes they don't like to eat in dirty water- which should other be kept clean.
Main factor--right temperature.
Snappers will loose interest when the water is cold. Since they are reptiles they can't produce their own bake. In cold water they become sleepy and sluggish and wont eat------->adjust to the comfort level of your turtle.
Hope this help some
All I know about turtles is that they need lots of sunlight and they can carry salmonella. I'd set it free. It's a gibbering beast.
DO YOU HAVE PELLETS AVAILIBLE. PLZ MAKE SURE YOU HAVE THAT AVAILIBLE. THEN MAKE SURE YOU HAVE A FILTER ON HIM, ANOTHER FOOD RESOURCE WOULD BE GIVE HIM LETTUCE, THEY LIKE THAT. WELL GOOD LUCK :P
