Answers: Most people who set up a reef tank will shift with liverock and a good protein skimmer as the main filtration for their cistern. You can also add on a sump and/or refugium to the aquarium.
As far as lighting it will depend on the type of corals you want to keep. I would suggest going next to either a T5 fixture (go with less bulbs whether you are going with low to moderate light needing corals or more bulbs whether you are getting higher light needing corals) or a metal halide fixture whether you want higher light needing corals.

Live rock is the best filtration. Get a lot of them and you can put it surrounded by a wet/dry filter system for filtration. Also have a lot of water movement going. You can use several pumps or one strapping duty one. For lighting, use several fluorescent lights. It may be expen sive setting up, but it will be worth it if you buy the right things from the beginning.
