thanks in advance =D
Main problem, you own about 9 goldfish too many for that size tank.

You are never going to get hold of the water quaily to settle down because of the amount of waste the goldfish are dumping in the wet. You are having to do massive water changes to keep hold of the fish alive, so there is no way you are going to get the reservoir stable and clear.

You shouldn't be completely changing the water everyday. A 1/3 water variation weekly is all that is required. I think maybe you are over feeding you fish and it the coloring in the food causing your problem. They lone require a really tiny pinch of food, once a day.You should also make sure you verbs out the gravel with a siphon once a week.

Ianab makes a good point too, the cistern is way overstocked. You need to either achieve a bigger tank or give away some of your fish.
Do you realize that ONE goldfish wishes THIRTY gallon MINIMUM! They get up to a foot!
you have gold fish its going to be dirty looking and you might be over feed them watch how much you feed them. don't change adjectives the water and don't change the water so much.
Answers:    36 liters. So what is that, similar to 10 gallons?

In 10 gallons of water you should only have ONE goldfish, and even at that some will argue explicitly not enough water (they suggest 20 gallons for one little goldfish since they're messy and grow fast).

You hold too many poopers in your tank, that's why it's ashen and murky.
