It kind of looks like ich (pronounced "ick"). I haven't have fish for many years, but I remember that there is some sort of medicine you can include into the water to treat it.

Here's a website with some info:

Hope this is what you're looking for!
OMG people stop with the ich already! Geez..Not every white spot or "thing" or symptom on a fish is ich. 1-2-3 lets enunciate it together now, just like we're on Romper Room looking surrounded by the magic mirror-
"ich looks like salt sprinkled on the fish" .

I agree beside Cat, however, since it is a fancy goldfish of some sort, it may be the wen growing. Now, I'm not familiar with wens, I have comets so never have any reason to read up on wens. Here's a link though, it talks give or take a few what type of goldies will grow wens, and what they look like. According to that article, new wen growth is indeed white in color. And I believe it's caring of a jelly looking thing. Read through that and figure out if your goldie is the type to grow a wen.

Now, whether it looks like a scrape/injury, or fuzzy/moldy, or has any red in the center or around the ends approaching a sore, then like Cat says, you're most probable dealing with a bacterial infection, or a fungal infection.
I can tell you though, with 100% authority after looking at the photo, you are NOT dealing with ich.
Answers:    That's NOT ich (ich looks like grain of salt - which that does not).

It looks like a fungal infection or bacterial infection to me. Are you keeping this fish in a bowl (if so, that'll be the route incentive of this issue - they need big filtered tanks). Try and treat this with a nonspecific anti-bacterial medication and see if that has any effect - could the fish have injured it's chief causing a secondary fungal infection? There's also the possibility it's the outstandingly infections columnaris - a tough bacterial infection that's very hard to cure and does look like fluffy white cotton wool and will stipulation a strong anti-bacterial medication.
sounds like ick.. go to any pet store and you can buy ick relief to put surrounded by the water.
