it's commercially built.. i doubt you'll find one consumer build precisely like it..

They are custom made plant tanks, other than that I'll be honest I have no hypothesis.

Best thing I'd suggest doing is going online to a site that sells predominately plants for aquascapists and ask them.
They're custom display tanks, made for showing off aquascaping and photographing. You can get them from places approaching ADA, but they're pretty expensive.

Answers:    Looks like some sort of showing tanks for plants. I wouldn't want to use those as home tank since the hoods are raised. That means more water will evaporate quicker. Also, whether there would be fish in them, since some of the tanks own their water filled up to the brim fish could easily kick out.
They're probably just tanks set up for showing, and not to be set up permanently.
Don't go and get those kind, get ones with framing. Holds together better
