Anytime. BUT= learn about acclimating fish. Fish are poikilothermic, explicitly, they will be the same temperature as their environment. You will stress them (sometimes to a point of killing them) by varying their temperature too fast. The greater the difference in heat between your fish and the water you are moving them to, the longer you should take to acclimate them.
