why are there so many kinds of bits?

Because different horses need different bits. Having said that, I must acknowledge that it would be a wonderful world if all horses respected and worked rotten an egg butt snaffle, but such is NOT the case. Mostly it's due to operator error (Rider's fault).
Some horses have studious to run through anything without a curb strap or chain. Others like toys within their mouths to play with (Like rollers, keys, etc.).
I remember the times I've sold horses I've trained and the perspective buyers were amazed when I dropped the bridle sour my horse's head and put them through the routine with just a simple rein around their neck.
Answers: Because they respectively do something, give a different que, different disciplines, for young horses to old horses, different concept of what a bit should be or not be.
As the others own said the different kinds of bits available are for the different aspects of riding and types of horse, different bits with the correct riding influence a horse route of going and overall self carriage under saddle.
In my opinion, it is because man thinks bits will solve the problems that his own impatience and flaws produce. If we had one pick, and had to make it work, we would find a way to add to our own skills and we would achieve everything ever necessary using that one option...because we would own no other choice. If it were up to me, that option probably wouldn't even include bits..but it isn't up to me. Oh well.
Some bits are more severe than others. Some bits are meant for specific things you do beside you horse or teaching your horse. Every horse has a bit they will respond to a little differently.
