Sure, they can be used. They don't look nearly as bad as some of the spurs you see out there, although these would be more popular surrounded by Western- most English riders use 'fixed' spurs, like Prince of Wales.
Yes, they are used often. I use the middle rowel myself. Depending on the western discipline (pleasure, barrels, roping, ect), spurs are used for different things. I DO NOT use spurs to see and go faster. They are an aide, a tool. Spurs are not meant to be jabbed, they are on rollers for a root... Mine are used to move a horse's body. Different areas of pressure to move hips, shoulders, ribcage, lift the back, ect.

In most associations, english spurs with rowels are not legitimate to use at shows.

You bet, keep in mind that spurs are aids not a form of punishment. In other words don't see the devil out of the horse with them when a simple nudge will do. Be gentle and use merely the pressure needed to get the response you want.

they may be used. they are not meant for jabbing into a horse's sides, they are used to be rubbed against their sides to get it to purely get them to go faster.. If the rider chooses to use them inhumanely, i feel sorry for the horse, but that's their choice..
