How can you whistle really loudly?
I mean like when your tongue is somehow partially against the palate? I've never be able to get it right. All I can do is the normal "pucker" whistle and it's really adjectives. I feel like an idiot when I can't call my horse who is at the far side of the paddock and I enjoy to walk all the way.

Try using a dog whistle or a normal "referee's" whistle.
Personally I use two fingers to do a -really- loud whistle, took a while to learn, but it is a "lifetime" skill.
Answers: Have you tried making a circle beside your index finger and thumb and placing it on your bottom lip while you blow? You will have to adjust it until you can get a good whistle. Its also moderately hard to describe how to do it!
