You could try a litter next to a very secluded bedding box - away from loud noise and action.
Unfortunately some doe's have a genetic predisposition for eating babies. Call it worry or flight response. Their is very little to overcome this in certain breeds.
I got this from a website
I sure hope this helps ! Good luck!!
"People that lift up a lot of rabbits occasionally come across a doe that eats her young. If this is her first or moment litter, she may be forgiven for she knoweth not what she doeth. But if she eats babies with respectively litter, there's no sense in breeding her anymore. There is no known cause or cure. The problem is that rabbits do not hold the same motherly instinct as dogs or cats who will protect their young. Some does will simply disregard their young and let them die. The majority of does, however, once they get the knack of things, will nick care of their babies to the extent that their limited instinct will allow them. For instance, babe rabbits must remain in their nest box and not come out of it until they're ready because the mother will not take them put a bet on into the box.
As far as any rabbit eating a baby rabbit, sometimes it will think that a babe-in-arms rabbit is a mouse or something and destroy it. Sometimes stress may cause a rabbit to eat its young at heart. Some think that there is something lacking contained by the diet. In case this is so, offer some alfalfa hay occasionally. If the doe eats the babies as she is giving birth, I reflect on it is because she doesn't know what is coming out of her and will eat the babies as she would her afterbirth. This is caused by inexperience being a mother, though, and she should be given another opportunity.
In any shield, do not tolerate a doe eating the young after her second or third litter.

Answers: Is she in a cage of her own or does she live with the buck(male)?
If they are together or whether she can see him while she is giving birth she will continue to kill and eat the kit.
Sometimes the kits are stillborn and so the doe eats them.
I give my does 3 times to produce a live litter that they watchfulness for. if they do it 3 times they are taken out of my herd.
A few tricks to keep her from ingestion her kits-
Make sure she has a nest box on day 28 of gestation
She desires to have a quiet area for her enclose, during the last week do not mess with her too much. Just feed and hose her daily and leave her alone.
Do not hang around watching her when she is giving birth, this stresses a doe out.
The second thing sounds a little strange but it does work. The day beforehand the 31st day of gestation give her a piece of meat. I use pork fat, which looks similar to bacon but is a chunk. She will chew on it and not her kits.
If all these things do not work and she eats them again do not breed her anymore. Also does generally pass on behaviors like this to their young, which technique her doe kits will most likely do the same point.
Never breed her again
She doesnt want to hold babies
Stop making her its cruel
She doesnt feel comfortable about having them and is massacre them
You obviously know nothing about breeding
