only the alpha female and alpha male mate, the two biggest strongest healthiest animals so that the daughter are the best possible, yet humans mate with whoever they want e.g a blind person have kids, genetics etc

I think a basic COMMON SENSE oral exam would be fine. All people lacking basic adjectives sense should be sterilized ASAP.

Answers: In human societies, diversification (of strengths and thought) are more valuable to the advancement of society than any single set of traits that would make a entity "fittest" for survival.
Alpha breeding works well for animals that live the same way nowadays as they did millenia ago. They get better and better adapted to that specific environment and strategy of survival.
It would be very unfortunate whether human beings were locked into the lifestyle we had 5,000 years ago. The "fittest" from those days would be absolutely depressing in modern times. By keeping things diverse, writers, artists, engineers, and architects survived along with polite rock throwers. Good rock throwers today owe a tremendous debt to the advances of others.
Most of the defects that nation have are not passed on genetically. So there's not really much downside to letting everybody find a mate.
Besides, alpha/alpha breeding really isn't the norm. It's only common surrounded by certain types of animals.
