Should at hand be a testing to own a pet?

Does anybody agree with me that there should be some sort of test to gage whether you would know how to take care of a pet or be a responsible pet owner? I just don;t cogitate that it is fair on some animals that they are given to a person who does not know how to properly look after it and give it a devout life.
Responsible breeders and a lot of rescue groups interview the potential buyer, check out their house to gross sure it's safe, and make them sign a contract. It's the BYB's and puppy mills that endow with pups out willy nilly.

I agree some shelters are very strict and asume if its an adult adopt then the animal will be safe and cared for but whether its a child/tween/teen with a parent they asume the child who would be taking care of the animal would be left alone. certain there are alot irespondisbal children like that but there are also adults approaching that to! im 13 and i want to get a rabbit i hope the shelter i go to wont be like that. I would contemplation for the rabbit well and give it every thing it wishes i have done hours of research about rabbits and i know what im getting into when some people (children and adults) catch a pet cause they feel like it and almost not know the respondsability needed to take care of a pet.

Yes, this is a good idea. Just like beside child adoptions, shelters have pretty strict requirements for potential owners. But of course, pet stores don't come across to care.
