Garter snakes are not harmful at all. Your fear of snakes may come into clash with any snake that you would plan on keeping and caring for.
Garter snakes can and do bite once in a great while through non-hazardous there is some pain involved and if you are already terrified of snake the minor amount of pain is nothing compared to the scare you will grasp from a quick strike. What you need is a Ribbon Snake. It is in like peas in a pod family as garter snakes and maintained the same road but much more docile. I even had someone not paying attention pick up my snake while shedding and snake not strike. While no type of snake will never bite the ribbon snake is by far the least promising. And its mouth is smaller and their fangs are smaller ( when full grown) so less pain whether bitten.
