How to vigilance for pet penguin ?
My brother works at the local zoo in the penguin expo which houses multiple penguins and when he was recently out of work due to cut backs he went back to his work and stole a small feminine.The penguin is currently in my garage where its now be for two days when we tried to return her to the zoo they had changed the locks. No one has noticed the penguin is gone and whether we return it now we fear we might be in trouble near the law. It is currently living quite happily we own a kitty pool and the proper food. The problem is we need to return it with out any repercussions

The morning of Christmas, thieve it back to the zoo, and say, "I think Santa may own left this behind!' On 2nd thought, that won't do, penguins are from the south pole.
Perhaps you could put it in an overnight pod, go into the zoo and let it out near the penguin storage area, then yell "Quick, quick - a penguin have escaped!!"
But I wonder about the capability of a zoo that doesn't know how many animals it owns.
Answers: First off, adjectives species of penguin are protected so that you could only (legally) get a penguin from a Zoo that had bred it.
Secondly, you would involve a constant and reliable supply of fresh frozen fish as well as appropriate vitamin supplements, you would also want to know a vet who was familiar with penguins and the plentiful diseases they are prone to when kept in captivity.
Thirdly, you would need to be able to nurture the birds every day so you couldn't take any more vacations! You can't a short time ago put a penguin into kennels!
Fourthly, you would need to build a suitable enclosure to keep the bird - remember different species own very different environmental requirements (temperature, vegetation etc.). For example, there are no species of penguin that could live external year round in say Chicago with its general temperature variations. Plus all species of penguins require access to a ample, deep and clean pool of water - preferably saline water.
Fifthly, penguins tend to live in large colonies - anything smaller quantity than say 20 birds would not be sufficient. So you would need a extraordinarily healthy income. Zoos estimate that it costs around $700 per year just to keep a penguin contained by fish!
Your brother broke the law. If you don't tell the authorities you will be considered an accomplice and could facade jail time especially since the penguin is in your garage. Tell your brother that he must return the penguin and return with the animal out of your garage! Most likely you will get caught as penguins generally live 20 years.

Of course you'll be in trouble with the law...and so you should be. You can't maintain a penguin in a garage, it'll die. What a horrible thing to do.
